Penetrates into cement pore structure to provide outstanding adhesion 2. Penetrates aged cement substrates, old paint films and cured paint surfaces to improve interlayer adhesion of topcoat 3. Fresh cement walls contain excessive moisture and free alkaline substances which will reduce film performance and adhesion. Allow 2~3 weeks for full drying until moisture content drops below 12% before construction. 2.
